Harass and harm (the first character is *ni* + *niao* [nǎo]. The Shuowen says: "*Nao* means harsh." Another source says: "To disturb and play with." It is categorized under 'woman' [女] with *yao* [堯] phonetic. *He* [苛] is pronounced *he* [hé]. Jia Kui's commentary on the Guoyu says: "*He* is like troublesome").
