憒𠆴 [Turmoil and clamor] (The upper character is fanqie 迴 + 罪 [kuì], already explained in the first fascicle of the Sūtra on Preaching the Dharma to His Mother in the Trāyastriṃśa Heaven. The lower character is fanqie 拏 + 効 [nào]. The Jixun says: 'A great crowd of people in turmoil.' The Kaosheng says: 'A name for human clamor.' The Gujin zhengzi says: 'Not quiet; it has the radical 人 and the phonetic 市, being an associative compound character.')
