作城（石征反說文城所以盛民也從土成聲經文從感非也）。
作城 [Build a city wall]: Fanqie 石 (shi) + 征 (zheng) [MC: *d͡ʑĭɛŋ]. The Shuowen jiezi states: 'A city wall is that by which the people are contained. Formed from 土 (earth) with the phonetic 成 (cheng).' In the sūtra text it is written with 感, which is erroneous.
