善府（夫禹反說文府藏也三蒼府文書財物藏也風俗通府聚也公鄉收守文書財賄之所聚也）。

Storehouse of goodness (善府: [for 府], fu and yu fan; the Shuowen jiezi says: 'Fu means a storehouse'; the Sancang says: 'A fu is a storehouse for documents and property'; the Fengsu tong[yi] says: 'A fu is a gathering place, where dukes and ministers collect and keep documents and wealth').
