Zhiwai 治外 (governing the external) (*lí-zhǐ* fanqie; Kong Anguo's commentary on the Shangshu states: "*Zhi* [治] means to govern/order"; Gu Ye[wang] states: "*Zhi* [治] means to repair and regulate"; character dictionaries state: "To cultivate laws and punishments so as to control treachery and evil"; the Shuowen jiezi states: "Derived from 'water' with *tái* [台] as phonetic"; *tái* is pronounced *yǐ-zhī* fanqie).
