恤民（又作䘏同須律反爾雅恤憂也亦收也謂以財物與人曰賑恤之也經中作賉未詳所出也）。

恤民 (Also written as 䘏, identical; pronounced xū plus lǜ fan [須律反]. The Erya says: 'Xù [恤] means to sorrow for; it also means to take in.' It refers to giving goods and wealth to people, called relieving [zhènxù 賑恤] them. In the sūtras it is written as 賉, whose textual provenance is not clear.)
