罰摘 (The first character is fanqie 扶發 [fá]. Shuowen: small crimes receive punishment (罰). Guangya: 罰 means to subdue and humble. The character is composed of 'knife' (刀) and 'reproach' (詈). 謫: Shuowen gives fanqie 都革 [zhé], meaning to penalize. Zilin: to blame for an error. Fangyan: 謫 means fault and offense. The Tongsu wen states: 'To punish an offense is called 謫.' In vinaya texts it is written as 㒀, which is incorrect.)
