倚發（府越反謂機發也機主發之機也說文射發也律文作撥㭪沫反廣疋撥除也亦棄也撥非此義也）。

Release of a mechanism (倚發; fanqie: 府 + 越 [fā]; refers to the release of a mechanism, the trigger that governs releasing; the Shuowen says: "Shooting and releasing"; written 撥 in the Vinaya text, fanqie: 㭪 + 沫 [bō]; the Guangya says: "撥 means to eliminate, or to discard"; 撥 does not have this meaning).
