濟恤（下笋律反尚書云惟刑之恤范寗集解恤憂也鄭注周禮賑恤憂貧也說文作卹卹憂也從血卩聲經從恤亦通用也）。

Aid and relieve (濟恤: the second is pronounced with the fanqie 笋律 [xù]. The Book of Documents says: "Only compassion in punishment." Fan Ning's Collected Explanations says: "Xu means compassion and worry." Zheng's commentary on the Rites of Zhou says: "To relieve and pity means to care for the poor." The Shuowen writes it as 卹, stating: "卹 means concern; deriving from 'blood' [血] with 卩 as phonetic." In the sūtra it is written as 恤, which is also commonly accepted).
