剏制（上瘡壯反考聲云剏始也說文云造法剏業也從井刃聲或作創音楚㽵反）。

剏制 (The upper character has the fanqie 瘡 [chuang] + 壯 [zhuang]. The Kaosheng says: '剏 means to begin.' The Shuowen jiezi says: 'To institute laws and initiate an enterprise.' It takes the 井 radical with 刃 phonetic. Sometimes written as 創, pronounced 楚 [chu] + 㽵 [zhuang] fanqie).
