𨋁治（上尼展反說文𨋁車轢也轢音歷案轢車所踐也律文作𨋁俗字也下直之反）。

Crushing and governing (𨋁治: the upper character has the fanqie *ni* + *zhan*; the *Shuowen* says: "𨋁 means to run over with a carriage (轢)"; 轢 has the pronunciation 歷 [li]; note: 轢 means what a carriage treads over; the Vinaya text written as 𨋁 is a vulgar character; the lower character has the fanqie *zhi* + *zhi*).
