止撥（半末反毛詩傳云撥治也王逸云棄也廣雅除也亦猶絕也說文亦治也從手發聲）。

止撥 (the second character is *ban* combined with *mo* [fanqie: ban-mo]; Mao's commentary on the Shijing says: “撥 means to regulate or govern.” Wang Yi says: “To cast aside.” The Guangya says: “To eliminate; also like cutting off.” The Shuowen also says: “To govern; formed with 手, with 發 as its phonetic component”).
