黎元（力奚反黎眾也元善也古者謂民曰善言善人因善為元故曰黎元言元者非一民也）。

The common people (黎元: [the first character with fanqie] *li-xi* [lí]. *Li* means numerous; *yuan* means good. Anciently, the people were called 'the good'; because they were good people, they took 'good' to mean 'origin/primary' (*yuan*); hence they are called *liyuan*; saying *yuan* implies they are not just one single commoner).
