撓攪（上好高反廣雅撓亂也說文撓亦攪也從手堯聲作秏非也）。

To disturb and stir up (撓攪; the first character is fanqie 好 + 高. The Guangya says: '撓 means to throw into disorder.' The Shuowen jiezi says: '撓 also means to stir up. It takes 手 as semantic classifier and 堯 as phonetic.' Writing it as 秏 is incorrect).
