擾亂 (the first character is pronounced with the fanqie *er* + *zhao*; the *Shuowen* gives it as composed of 扌 [hand] and 夒, where [夒] is pronounced with the fanqie *nu* + *dao*, and the character 夒 is composed of 已, 頁, and 止; the sūtra writes it with 憂 to form 擾, which is an error).
