Perverse and intractable (the upper character is pronounced with the fanqie 籠董 [l- + -uŋ = luŋ]; the lower character is pronounced like 麗. According to the meaning in the scripture, being stubborn and difficult to tame is called perverse and intractable. 戾 is composed of 犬 [dog]; it arose likely due to the idiom of the times. Sūtra commentators created it purposefully to conform to contemporary usage; the character dictionaries did not previously have this character).
