9.56

虜扈（力古反下胡古反案虜扈自大也謂縱橫行也漢書音義曰扈跋扈也謂自縱恣也經文作怙恃也怙非此義經中言憍慢或作貢高是也）。

Luhu (虜扈, fanqie 力古 [l/gu], the second character 胡古 [h/gu]). Note that luhu means haughty and domineering; referring to acting without restraint. The Hanshu yinyi says: 'Hu means domineering (bahu); referring to self-indulgent arrogance.' In the scripture text it is written as 怙恃 (relying on); 怙 is not the correct meaning here. In the scriptures it is arrogance (māna) or self-exaltation.
