Relieve them (之賙; the upper character is zhī + [y]óu fanqie. The Mao Commentary on the Classic of Poetry states: '賙 (zhōu) means to relieve.' The Character Book states: 'To provide for.' Zheng's Commentary on the Classic of Poetry states: 'To expediently relieve their urgency.' The Gujin zhengzi states: 'It has the radical 貝 (shell/money) and the phonetic 周.'
