方𠕋 (The fanqie is [初 + 革]: cè. Shuowen jiezi says: “Bearing a mandate; received by feudal lords from the king; picturing its ritual bamboo slips, one long and one short, with two cords binding them.” It is also written as 𥬰, an ancient character).
