偎人（烏回反山海經北海之隅有國曰偎人也說文從人畏聲）。

Wei people (偎人: [the first character is pronounced] wu + hui fan; the Shan hai jing says that in the corner of the Northern Sea there is a country called the Wei People; the Shuowen jiezi says it is composed of 'person' [人] with wei [畏] phonetic).
