𠕋立（上初革反說文云土𠕋符命也謂上聖符信教命以授帝位像簡𠕋穿連之形也今或從竹作[竺-二+冊]下立字切韻云住也成也又行立）。

Cèlì (investiture and enthronement) (the first character has the fanqie chū + gé. The Shuowen jiezi says: "Earth-tablets and mandates of heaven; referring to the signs of high sagacity and decrees conferring imperial status, depicting the strung bamboo slip tablets." Now it is sometimes written with the "bamboo" radical as [竺-二+冊]. The second character, lì, according to the Qieyun, means: "To stand, to establish; also to walk and stand").
