On the twenty-fourth day of the tenth month in the first year of the Tiancewansui era [695 CE], an official report was received stating that, by imperial decree: regarding texts presented by Monk Degan and others—including the Nirvāṇa Sūtra's Latter Section on the Cremation in two fascicles, the Uṣṇīṣa-vijayā Dhāraṇī Sūtra in one fascicle, the Zhancha jing in two fascicles, the Dhāraṇī-samuccaya in twelve fascicles, and so on—some of which were brought and translated from foreign lands, and some translated at inner or outer places of practice, works of this sort had not yet been formally submitted to the throne and promulgated, and most lacked a catalogue entry. It was ordered that these be submitted to the monks cataloguing the scriptures, who should compare and categorize them with precision; and if they were genuine canonical scriptures, they should be incorporated into the catalogue. The monks determining the catalogue of scriptures, in accordance with the decree, compared and categorized them, found that they were indeed authentic canonical scriptures, and have incorporated them into the catalogue.
