"Not by aggregation" reveals that the substances of the gathered atoms are individually distinct. Saying "hence aggregated" reveals that many distinct atoms gather into the total world; since the total and the distinct are different, this is the simile of non-oneness. "The locus of aggregation" reveals that the locus where the subtle gather is just the total world. Saying "is not that" means that there are no world-atoms apart from the total world; since the total and the distinct are without difference, this is the simile of non-difference.
