已說起分。次說本分。起分已下品中。第二正說文也。何故不說。若不自說眾則不知為說不說。又復不知欲說何法也。

Having explained the arising section, next is explained the fundamental section. From the arising section onwards is the second part within the chapter, the text of the actual preaching. Why did he not speak? If he did not speak on his own, the assembly would not know whether he would preach or not, and would further not know what Dharma he wished to preach.
