1.21

諸佛如來莫不稱歎者。諸佛所以共讚彼佛政欲級引凡夫菩薩現同故。往詣彼國聽受經法。宣布未聞也。

“None of the buddhas and tathāgatas fails to praise him” means that the reason all buddhas together praise that Buddha is precisely because they wish to guide ordinary beings and bodhisattvas, manifesting their common accord, so that they will journey to that land to hear and receive the sutras and Dharma, and proclaim what had not yet been heard.
