經。爾時至諸繫閉 三皇帝垂慈。謂剎利大王。應於一切起慈悲心。放諸囚禁。
Sūtra: “At that time […] all those who are imprisoned.” / Third, the sovereign extending compassion. That is, the great kṣatriya king should give rise to a mind of loving-kindness and compassion toward all, and release all prisoners.
