復有萬二千天帝亦從餘四天下來在會坐　此帝釋眾忉利天主也。肇曰。一佛土百億四天下。一四天下各有梵釋。故言餘亦或從他佛土來。

"There were also twelve thousand heavenly sovereigns who had likewise come from the other four continents to sit in the assembly." This is the assembly of Śakra, lord of the Trāyastriṃśa Heaven. Sengzhao says: "Within one Buddha land there are ten billion sets of four continents. Each set of four continents has its own Brahmā and Śakra; hence it says 'the other [four continents]', or they may have come from other Buddha lands."
