若於虛空終不能成　此喻二乘不化眾生故無淨土也。肇曰。二乘澄神虛無不因眾生故無淨土也。

"If [he tried to do so] in empty space, it could never be accomplished." This compares the two vehicles, who do not transform sentient beings and therefore have no pure land. Sengzhao says: "The two vehicles settle their minds in vacuity and do not depend on sentient beings; hence they have no pure land."
