法常寂然滅諸相故　此下約法空辨實相義也。法性常寂無生滅相也。不同小乘妄執。有為有生無滅相。

"'The Dharma is constantly quiescent, because all marks are extinguished.'" From here down, the meaning of the true mark is explained with respect to the emptiness of phenomena. The Dharma-nature is constantly quiescent, without the marks of arising and ceasing; it is unlike the Hīnayāna's erroneous attachment to conditioned things having arising and lack of cessation marks.
