誰聞如是法。不發菩提心。除彼不肖人癡冥無智者　此行勸也。不肖二乘也。癡冥凡夫也。肇曰。下士聞道而大笑之。日月雖明何益瞽者。

"Who, hearing such a Dharma, / Would not generate the bodhicitta, / Except for that unworthy person / Who is foolish, blind, and devoid of wisdom?" / This verse exhorts. "Unworthy" refers to the two vehicles; "foolish and blind" refers to ordinary persons. Zhao says: "When an inferior person hears of the Dao, he laughs at it loudly. Though the sun and moon are bright, of what benefit are they to the blind?"
