2.94

答曰。欲度眾生除其煩惱　二答也。此二明煩惱無邊誓願斷也。濟物之大斷惑為先。惑因既亡生死自度。

He replied: "If he wishes to deliver sentient beings, he should eliminate their afflictions." The second [passage] is the reply. These two clarify 'Afflictions are boundless, I vow to cut them off.' In the great task of rescuing beings, cutting off delusion comes first. Once the causes of delusion are eliminated, saṃsāra is naturally crossed over.
