2.70

使尼浣擗羊毛戒第十七　制意犯緣同浣衣戒。但此新故俱犯。以損功癡業。中制故爾。已下正明戒本。此戒因六群比丘使尼等擗染羊毛故起過。佛便制戒。

The seventeenth precept: on having a nun wash and card sheep wool. / The intention of the prohibition and the conditions of the offense are the same as the precept on washing robes. However, here both new and old incur an offense, because wasting labor in such foolish activity was prohibited therein; hence it is so. Below, the precept text itself is clarified. This precept arose because the group of six monks had nuns card and dye sheep wool, thereby committing a fault; the Buddha then instituted the precept.
