Fourteenth: A spread lasting a full six years. The previous pure and mixed [rules] and this one, three kinds in all, are ground spreads and floss mattresses in a room. The ṣaḍvargika monks, greedy for accumulation, made them before it was permitted: either disdaining the thin and making them thick, or disdaining the thick and making them thin; they complained of lightness, heaviness, largeness, and smallness, repeatedly making them and using expedients to obtain and store many. On this account, the precept was formulated, setting a limit of six years. When the limit is complete, making one does not require informing the Saṃgha. If the limit is not complete and one wishes to make one, one must inform the Saṃgha; only when the Saṃgha permits and performs a jñaptidvitīyā-karmavācanā for him may he make it, because the Saṃgha deliberates on it. If old and ruined, it is permitted to change it: cutting the long to splice the short, or reducing the large to augment the small. Moreover, observing old and young, as well as the strength or weakness of karmic power, if one can personally carry it with oneself, only then is he permitted to make it. It is said that not carrying it along does not matter, but carrying it is all the better.
