Fourth: Reviving legal matters of the Saṃgha that have been settled according to Dharma.
The monks of Kauśāmbī were of evil character and prone to anger, quarreling incessantly. The World-Honoured One abandoned them and went to Śrāvastī. The elders and householders all disdained and reproached them. The monks were ashamed and terrified; they followed the Buddha to seek repentance. When the Saṃgha had resolved the matter, they also reconciled. The ṣaḍvargika monks encouraged them to assemble and revive the matter to cause dispute. First is dispute over accusations (vivādādhikaraṇa), which encompasses the disputes below; within it, the three below are further differentiated. Second is dispute over groundless slander (anuvādādhikaraṇa). Third is dispute over precept offenses (āpattādhikaraṇa). Fourth is dispute over regular affairs (kṛtyādhikaraṇa), which refers to disputes arising at times during the recitation of precepts, pravāraṇā, all karmavācanās, and various Saṃgha affairs. In general, there are five kinds of monks: resident monks, visiting monks, entrusted monks, offending monks, and witnessing monks. When these kinds of monks give rise to the four kinds of disputes, the Saṃgha extinguishes them according to Dharma by means of the seven principles (adhikaraṇa-śamatha). If, regarding a matter extinguished according to Dharma, one takes it as extinguished according to Dharma, but revives it with a doubtful notion that it was not extinguished according to Dharma, it is an offense of pāyattika. If, regarding a matter not extinguished according to Dharma, one imagines it was extinguished according to Dharma, and revives it with a doubtful notion, it is an offense of duṣkṛta. If one takes what is not according to Dharma as not according to Dharma and revives it, there is no offense.
