[Rule] Nineteen: Wishing to build a large hut, knowing the water contains insects, pouring it onto grass and earth oneself or instructing someone to pour it. The monk Chanda was building a large hut; knowing the water contained living beings, he used it to pour on the earth. Other monks said, "There are insects in the water; do you know that or not?" The monk Chanda said, "I am using the water, not the insects." In general, whenever one sees insects within [the water], one must not use the water. If there are insects and one perceives them as insects, if there are insects and one perceives them as non-insects, or if one is in doubt, in all [such cases] one commits a pāyattika. If there are no insects and one perceives them as insects, or if one is in doubt, one commits a duṣkṛta. If there are no insects and one perceives them as non-insects, there is no offense. Whether using it oneself or instructing another to use it, according to each insect, one commits a pāyattika for each and every one.
