Sūtra: Therefore, the light of the precepts [from the mouth of the Buddha has causes and conditions] ... it is not that the light has no cause. Commentary: The second [part], praising the virtues, has three [points]: first, discerning the supreme causes; second, below, from 'the light is not blue, etc.', freedom from characteristics; third, below, from 'the source of all buddhas', praising the function. This is the first, discerning the supreme causes. As for 'the light of the precepts', there are two meanings: first, because the Buddha, the World-Honoured One, constantly recites and upholds them, when he wishes to expound the precepts, light emerges; second, because the expounded precepts are capable of shattering [afflictions], the name 'light' is conventionally established, since the precepts can shatter the defilements of breaking the precepts. 'Having conditions' means that this dharma of the precepts is born of the causes [of practice] cultivated and perfected over three incalculable eons; it is not without causes. 'Light' negates the theory of causelessness. Furthermore, 'having conditions' refers to the causal condition of the Buddha's great compassion and original vows, and the sovereign condition of sentient beings moving the Buddha. Therefore, the light of the precepts emerges from the Buddha's mouth. Such light necessarily has causes and conditions; it is not without causes and conditions that there is this light. Furthermore, because he wishes to expound the causes and conditions of the light of the bodhisattva precepts, the light is not without causes and conditions.
