第四教所被機者。正為菩薩。兼為不定性二乘。彼發心已亦入此戒故。又普為一切有情。無偏黨心故。但所化生取緣不同耳。

Fourth, the faculties addressed by the teaching: it is primarily for bodhisattvas, and secondarily for those of indeterminate nature of the two vehicles, because once they generate the [bodhi] mind, they also enter into these precepts. Furthermore, it is universally for all sentient beings, because [the Buddha] has no partiality; it is merely that the beings to be transformed apprehend conditions differently.
