十地心者。一四無量心至受位心者。將明十地心所行法。先列十心在先也。釋觀學於後也。

Regarding the minds of the ten grounds: from "first, the four immeasurables" down to "the mind receiving the station," as it is about to explain the practices engaged in by the minds of the ten grounds, it first lists the ten minds at the outset, and after that, the contemplation study is explained.
