皆有思量能生義者。有思量義如前已明。生長義者謂即八識。十二處中意處所攝。生長門義是意處故。故雜集論第二卷云。謂七識界即是意處。

Regarding "all have the sense of mental deliberation and the ability to produce": The sense of having mental deliberation has already been clarified previously. The sense of producing and growing refers to the eight consciousnesses being subsumed under the mind base (manāyatana) among the twelve bases (āyatana); because the sense of a gateway of producing and growing constitutes the mind base. Therefore, the second fascicle of the Samuccaya says: the realm of the seven consciousnesses is precisely the mind base.
