論。隨事攀緣分別六塵　述曰。此明執所緣也。謂但緣於倒境之事不了正理故皆名為隨事攀緣。隨事者何。所謂分別六塵境也。

Treatise: Following phenomena, it conditions them and discriminates the six dusts.

It means that merely conditioning inverted phenomena without understanding the true principle is called "following phenomena and conditioning them." What is "following phenomena"? It refers to discriminating the sense-realms of the six dusts.
