[Treatise:] If there are sentient beings... [their progress is uncertain,] advancing or retreating.
[Exposition:] Next, the second [part] adduces the inferior to reveal the superior. Within this, there are two parts: first, the power of internal perfuming is weak; later, the power of external conditions is inferior. This is the first. 'The power of internal perfuming is weak' refers to persons at the initial mind of the stage of faith. 'The roots of goodness are minute and inferior,' and so forth, generally explains the heaviness of the hindrances. Newly cultivating wholesome practices is called 'minute and small.' Long-standing afflictions not yet subdued are called 'deep and thick.' 'Although they encounter the Buddha,' and so forth, specifically shows that their abiding is slight. Within this, three kinds of inferior minds are specifically shown. However, 'generating human and heavenly seeds' mistakenly plants the cause of suffering. Or 'generating the seeds of the two vehicles' differently seeks an inferior fruition. Even if they seek the Mahāyāna, 'its fundamental nature is indeterminate'—hesitating over the Mahāyāna; these are persons of the lower, middle, and upper grades. Although they encounter superior conditions and aspire [to awakening], because their goodness is small and their hindrances deep, they attain only shallow benefits.
