2.145

論。修多羅中至勇猛故　述曰。此會通權教也。如本業經說七住前名退。退者非其實退。為彼十信初學之人未入十住正定位中而懈怠者。如來怖之令發勇猛故。說六住退入凡夫。而實入住即不退也。

[Treatise:] In the sūtras... in order to make them courageous.
[Exposition:] This harmonizes with the provisional teachings. As the Benye jing says, prior to the seventh dwelling is called falling back. 'Falling back' is not actual falling back on their part. For the sake of those beginners of the ten faiths who have not yet entered the correct determination of the ten dwellings and are indolent, the Tathāgata frightens them to make them generate courage, and therefore speaks of falling back from the sixth dwelling into ordinary personhood. But in reality, once one enters the dwellings, one does not fall back.
