[Treatise:] In accordance with their rebirth... due to the sovereign power [of their vows].
[Exposition:] This distinguishes them from ordinary beings and fools. Although because of not yet having severed all faults and defilements, losing mindfulness and giving rise to evil can incur painful results, temporarily concorded with slight suffering in accordance with where they are born, they are nevertheless not bound by evil karma, because they are sustained by the sovereign power of the great vows arisen from compassion and wisdom.
