足者彼因體即緣定等者。如對法論第十卷云。神足自體者。謂三摩地。由已成滿三摩地力。發起種種神變等事。

Regarding "the 'base' is its cause, its intrinsic nature being meditative concentration taking conditions as its object, etc.": as the tenth fascicle of the Abhidharma-samuccaya-vyākhyā says: "The intrinsic nature of the base of psychic power is samādhi. Due to the power of already perfected samādhi, one gives rise to various matters such as psychic transformations."
