唯為發趣聲聞乘者。者謂假者即發心人。彼乘體者即以彼位諸無漏智及所證理并諸功德皆為乘體。故莊嚴論乘體頌云。心說行聚果。名有上中下。依此三品別。建立有三乘。此假者人為欲趣入彼所證道而發其心故。名發趣聲聞乘者。

Regarding 'Solely for those who set out toward the Śrāvakayāna': 'Those' refers to the conventional person, that is, the person who produces the mind [to practice]. As for the substance of that vehicle, all untainted wisdoms, the principles realized, and all merits at that stage serve as the substance of the vehicle. Therefore, the verse on the substance of the vehicle in the Mahāyānasūtrālaṃkāra says: 'The minds, teachings, collections of practices, and fruits / Are designated as superior, middling, and inferior. / Relying upon the distinctions of these three grades, / The three vehicles are established.' This conventional person, desiring to enter that path of realization, generates that mind; therefore, they are called 'those who set out toward the Śrāvakayāna'.
