1.61

而有勝智能含等者。攝大乘云。由得總緣一切法智。總緣一切契經等法不離真如。此一切法共相境智。譬如大雲陀羅尼門。三摩地門猶如清水。智能藏彼如雲含水。有能生彼勝功能故名法雲也。

As for "superior knowledge capable of containing, etc.": the Mahāyānasaṃgraha says that by obtaining the knowledge that universally takes all phenomena as object, one universally takes all phenomena such as the sūtras as object without departing from tathatā. This is the knowledge whose object is the common mark of all phenomena. It is like a great cloud: the doors of dhāraṇī and samādhi are like pure water; knowledge can store them just as a cloud holds water. Because it has the superior capacity to generate them, it is called the Dharma Cloud.
