16.39

The horse-headed rākṣasa replied: 'These śramaṇas received the Buddha's pure precepts but did not fear sinning. With their own hands they plucked fruits belonging to the saṅgha, eating them themselves and giving them to others without feeling shame. Because of these causes and conditions, they fell into this hell. When they emerge from this hell, if they manage to become human, they will be mute and unable to speak.'
