"Furthermore, Ānanda! For example, there was a king who was tyrannical and acted contrary to the Way, so that the people suffered his afflictions, men harbored resentment, and the spirits were enraged. A great drought struck the country, and praying to the deities failed to bring rain. A minister said to him: 'The Great King should know that now within the groves and marshes of this realm, there is a ṛṣi with the five unhindered superknowledges. The King may pray and invite him to chant incantations over the dragons.' Upon hearing this, the Great King leaped with immeasurable joy and sent someone to the grove to pray to and invite the ṛṣi. The divine ṛṣi flew to the front of the Great King's palace and proclaimed in a loud voice: 'The Great King is devoid of the Way; the devas, dragons, and spirits have all scattered in four directions and do not protect the king's country. Why do you have me pray for rain?' Hearing these words, the king felt extreme shame and repented of his past evil deeds. Knowing that the king's mind had become gentle and wholesome, the ṛṣi recited an incantation upon the thought. By the power of his spiritual penetration, the heavens rained down sweet dew, and springs gushed forth from the earth, moistening everything."
