The commentary states: The one called 'Vajrapāramitā'—translated here as 'reaching the other shore'—is Dharmacakrapravartaka Bodhisattva, as stated in that sūtra. In accordance with the aforementioned dharma wheel, he manifests an exceedingly wondrous body, his practices and vows being complete, abiding in the stage of equal enlightenment. As for holding a vajra wheel in his hand: when Vairocana first attained correct enlightenment, he was requested to turn the dharma wheel, which this symbolizes; moreover, it is because he transforms and guides sentient beings with the dharma wheel, causing countless and immeasurable [beings] to reach the other shore. In accordance with the injunction wheel, he manifests as the awe-inspiring and wrathful Acala Vajra, subduing all demonic ghosts that cause confusion and create obstructions and afflictions, in order to tame them. Emitting five-colored light signifies being endowed with myriad virtues to destroy the aforementioned darknesses. Accompanied by Śakra Devānām Indra, who leads immeasurable devas as his retinue, he goes with four koṭis of bodhisattvas to protect that state.
