‘‘Sammatāni saṅghena imāni pañcabhikkhusatāni rājagahe vassaṃ vasantāni dhammañca vinayañca saṅgāyituṃ, na aññehi bhikkhūhi rājagahe vassaṃ vasitabbanti, khamati saṅghassa, tasmā tuṇhī, evametaṃ dhārayāmī’’ti (cūḷava. 438).

"These five hundred bhikkhus have been authorized by the Saṅgha, spending the rains in Rājagaha, to recite the Dhamma and the Vinaya, and no other bhikkhus are to spend the rains in Rājagaha. It is pleasing to the Saṅgha, therefore it is silent; thus do I hold it."
